PLA Spokesman: China Ready to Advance Military Ties with U.S.

15:57 GMT, February 24, 2012 BEIJING | China is ready to work with the United States to advance military-to-military links in a healthy and stable way, Defense Ministry Spokesman Geng Yansheng said Thursday.

Geng told a monthly press briefing that during Chinese Vice President Xi Jinping's official visit to the United States last week, Xi had in-depth exchanges of views with U.S. leaders and military officials on bilateral and military-to-military ties.

"This visit was of great significance to guiding the development of relations between the two countries and the two militaries," Geng said.

He said China has always placed importance on expanding military-to-military links with the United States, which he said remains one of the most important bilateral links in the world.

In recent years, the two militaries have carried out sound cooperation in the areas of high-level contact, dialogues, military records, humanitarian relief and disaster reduction, Geng said. But he said the military ties still faced certain difficulties and obstacles.

"We are ready to work with the U.S. side, by observing the principles of mutual respect, trust, equality and mutual benefits, to respect and take care of each other's core interests and major concerns, properly handle differences and controversial issues, cultivate strategic mutual trust and push forward China-U.S. military links in a healthy and stable way," Geng said. Strip club spammed us with texts, lawsuit alleges

Love them or hate them, strip joints have a timeless allure ? but that didn?t stop one club from adopting a new strategy to lure men inside.

?It was harassment, it was constantly, every single day for awhile, sometimes more than once a day,? Bret Lusskin said.

He is talking about spam text messages he says he got from Tootsie?s Cabaret in Miami Gardens.

?There?s no way to stop it, you just start getting text messages every single day and what are you gonna do?? Lusskin asked. ?Something has to be done, and clearly they just unrepentantly took advantage of people that night, they never told anybody that it was a marketing ploy.?


Lusskin is the lead plaintiff in a class-action lawsuit filed against the club?s parent company, alleging that Tootsie?s ?surreptitiously obtained? dozens of cell phone numbers from patrons by holding a contest. The winner received a Rolex. Participants just had to fill out a form and include their cell number.

?We allege that they advertised the watch in order to lure people into providing their cell phone numbers,? said attorney Scott Owens, who filed the suit.

Within days, Lusskin said, he started receiving the text ads. Over more than a year, he got more than 280 in all.

?I didn?t win anything, all I did was get freaking hundreds of text messages,? he said. ?I would not have signed if it had told me that I was going to be getting bombarded by text message solicitations from them.?

The lawsuit alleges that what Tootsie?s did violates federal law, specifically the Telephone Consumer Protection Act, which stipulates a $500 fine for every violation.

?With the 280 messages times a hundred people times $500 per message, you?re talking in excess of $10 million for this class action lawsuit,? Owens said.

Tootsie?s refused to comment on the issue. The club?s lawyer told NBC 6 it is company policy never to comment on pending litigation.

His court filings make clear that he does not think the suit has any merit. In them, he writes repeatedly that the defendants deny the allegations.

NBC 6 had no luck trying to bring a camera anywhere near the club, even while standing on public property nearby.

?Uh, you can?t point it at the front door, guys,? said a man in a suit who walked up to NBC 6?s team. He stood in front of the camera to block the shot.

Priscilla Perez says her 12-year-old son got a text from Tootsie?s.

Lusskin said his texts from Tootsie?s stopped only after he sued the club.

?As we?ve seen in this case, it can get out of control, so someone has to stand against that tide before it turns into email spam, where it just proliferates to the point that text messaging is just useless,? he said.

To help you and your former spouse navigate decision-making with as much ease as possible I have a few suggestions that have proven helpful.

1. ? ?Determine which issues you absolutely want to decide together.? This usually includes things such as educational decisions, non-emergency health care decisions, etc.

?2.??? Determine which issues you want to talk about together but each of you decides independently when the children are with you. ?This may include things such as whether a child stays home from school.

?3.??? Determine which issues you each decide and don?t need to talk with each other about.? This may include things such as which foods your children eat or when your children go to bed.

?4.??? If it really doesn?t matter to you, let it go. ?If one parent really cares about something, such as health care providers, and the other parent really does not care, don?t fight about it.? Choose your battles wisely.

?5.??? Ask yourself, why am I fighting about this; what is so important to me about this? Be honest with yourself.? Are you fighting because you are angry about something else with your former?? If so, talk about that.?

6.??? Grieve.? Letting go of decisions that affect your children?s lives is extremely difficult at anytime in a child?s life.? Allow yourself to really grieve and mourn this loss.? You yearn to play a meaningful role in your child?s life and to be involved in decisions from the mundane to the ones that really matter.? And in divorce, you lose some of this influence and power, often when a child is very young.? Be gentle with yourself AND with your former spouse.? This is not easy.

(AP) ? Soaring gasoline prices are threatening to undercut President Barack Obama's re-election prospects and offering Republicans an easy target. With prices pushing $4 a gallon and threatening to go even higher, Obama sought Thursday to confront rising public anxiety and strike back at his GOP critics.

"Only in politics do people root for bad news, do they greet bad news so enthusiastically," Obama said of Republicans. "You pay more; they're licking their chops."

Obama said dismissively that all the Republicans can talk about is more drilling ? "a bumper sticker ... a strategy to get politicians through an election" ? when the nation's energy challenges demand much more. In a speech in Miami, he promoted the expansion of domestic oil and gas exploration but also the development of new forms of energy.

For all the political claims, economists say there's not much a president of either party can do about gasoline prices. Certainly not in the short term. But it's clear that people are concerned ? a new Associated Press-GfK poll says seven in 10 find the issue deeply important ? so it's sure to be a political issue through the summer.

"Right now, we're experiencing yet another painful reminder of why developing new energy is so critical to our future," the president said. At an average of $3.58 a gallon, prices are already up 25 cents since Jan. 1, and experts say they could reach a record $4.25 a gallon by Memorial Day.

Those higher prices could hurt consumer spending and unravel some of the recent improvements in the economy. And they could also be a daily reminder to voters to question Obama's contention that he's making the nation ? and them ? more secure.

While motorists are already starting to complain, many economists see the $4-a-gallon mark as a breaking point above which the economy starts to suffer real pain. Analysts estimate that every one-cent increase is roughly a $1.4 billon drain on the economy.

Obama's Republican challengers aren't letting it all slide by. They have stepped up their attacks on his energy policies, including his rejection last month of a pipeline to carry oil from Canada to refineries on the U.S. Gulf Coast. And they're full of promises.

"I've developed a program for American energy so no future president will ever bow to a Saudi king again, and so every American can look forward to $2.50-a-gallon gasoline," former House Speaker Newt Gingrich said in the Wednesday night GOP debate in Mesa, Ariz. He calls his strategy "Drill Here, Drill Now."

At the same event, former Sen. Rick Santorum of Pennsylvania ? who has warned of $5-a-gallon gas ? asserted that "we have a lot of troubles around the world, as you see the Middle East in flames and what's going on in this country with gas prices and the economy." And former Massachusetts Gov. Mitt Romney suggested that even more troubling than rising gasoline prices was Iranian President Mahmoud "Ahmadinejad with nuclear weapons."

In his speech at the University of Miami, Obama sought to draw a contrast with his GOP challengers and made a pointed reference to what he suggested was Republican glee at rising gas prices.

"And you can bet that since it's an election year, they're already dusting off their three-point plans for $2 gas," Obama said. "I'll save you the suspense. Step one is drill, step two is drill, and step three is keep drilling. .. We've heard the same thing for 30 years. Well, the American people aren't stupid."

Addressing the rising public anxiety, Obama said, "There are no quick fixes to this problem, and you know we can't just drill our way to lower gas prices." Anyone suggesting otherwise was not being honest, he said.

Still, Obama said he had ordered his administration to search for every possible area to help consumers in the coming months. He said his administration's "all-of-the-above strategy," one that includes oil, gas, wind and solar power, is the "only real solution" to the nation's energy challenges.

Gingrich quickly dismissed Obama's energy speech as "excuses and fantasies."

Presidents often get blamed for rising gas prices, but there's not much they can do about them. The current increases at the pump have been driven by tensions in Iran and by higher demand in the U.S. as well as in China, India and other quickly growing nations.

"Obviously, people go to the pump all the time, so it's something that really hits home with the voters," said Fred Greenstein, a Princeton University professor emeritus of politics. "It's an easy issue to talk about, and not an easy issue to accomplish very much on."

In his Miami remarks, Obama said that despite political criticism of his policies "America is producing more oil today than at any time in the last eight years. He also noted that, for the first time in 30 years, the United States is now exporting more petroleum products than it imports.

But Jack Gerard, the president of the American Petroleum Institute, challenged Obama's apparent effort to take credit.

"While oil production is up, the increase relates almost entirely to investment and leasing decisions made before, sometimes long before, this administration came into office," Gerard said. "The increase is also due to oil and gas development on private and state lands over which the administration has little or no control at all."

Though Obama's approval rating on the economy has climbed, his negative rating on handling gas prices is stagnant. Just 39 percent approve of what he's doing there, and 58 percent disapprove, according to the new AP-GFK survey.

Mark Zandi, chief economist at Moody's Analytics, said gasoline prices are likely to keep rising as the summer driving season approaches. "Increasingly, it's becoming the biggest threat to the economy," he said. "And there is little presidents can do to influence gasoline prices in the near term."

Some lawmakers have called for Obama to release oil from the nation's Strategic Petroleum Reserve.

"Rising gas prices could be the difference between an economy that continues to recover and an economy that sinks back into recession," said Rep. Edward Markey, D-Mass., among those calling for such a move.

The emergency reserve is kept in salt caverns in Texas and Louisiana and contains about 700 million barrels of oil. There are 42 gallons in each barrel. Last year, as prices rose, Obama authorized the sale of 30 million barrels of oil from the reserve.

However, economists suggest that tapping the reserve to increase the amount of oil on the market has only a modest and temporary effect on gas prices.

Will Obama take that step? White House spokesman Jay Carney says, "We never take options off the table."

Obama may just have to get used to the criticism, because it probably isn't going away anytime soon, said James Thurber, an American University political science professor. "Republicans will hit him with anything that comes up which makes him look bad," he said.

Still, as long as the economy seems to keep improving, Obama probably won't be hurt too much by the attacks "unless gas goes over $5 a gallon," Thurber said.

"Andrew was great," coach Mike Brown said.

The free throws by Bynum broke an 82-all tie with 5:29 left and put the Lakers (20-13) ahead to stay after 13 ties and 10 lead changes.

After the Mavericks failed to take advantage of a turnover by Kobe Bryant when Jason Terry gave it right back, Bynum was underneath the basket with the ball. But he instead passed it to Fisher in the left corner for a 3-pointer. Bynum was smiling broadly when he chased down and hugged Fisher when Dallas called timeout.

Fisher, whose driving short jumper with 3:41 left ended a 9-0 run and made it 89-82, had given Bynum a pep talk before the game. They were also thinking about the playoffs against Dallas last season.

"We got swept last year, and it was on our minds," Bynum said.

There was also Bynum's alley-oop dunk from Bryant with 1:05 left that stretched the lead to 93-86. The Lakers then held on despite missing six consecutive free throws after that.

Bryant missed two free throws with 37 seconds left. After Dirk Nowitzki's tip-in got Dallas within 93-91, Pau Gasol was fouled and missed both of his free throws with 20 seconds left.

"I'm a little overweight, I'm too young to have a heart attack," Brown said after watching all those misses.

But Matt Barnes grabbed the rebound after Gasol's second miss and was quickly fouled himself. He ended the Lakers' charity-line slump with two free throws.

"That was big," Fisher said. "The way last season ended, this game was big for a lot of us."

Gasol had 24 points for the Lakers, while Bryant and Fisher each had 15. Bryant shot 4 of 15 while being held 14 below his NBA-leading scoring average, and was scoreless until two free throws with 10 seconds left in the first quarter.

Nowitzki had 25 points and 12 rebounds to lead the Mavericks (21-13), who played their final game before the All-Star break after winning seven of their previous eight games. Vince Carter had 20.

"I'm disappointing tonight, I'm not dismayed," coach Rick Carlisle said. "Our effort was there, we just didn't make enough plays at both ends. ... The break's coming at a good time."

The Lakers have one more game before the All-Star break. They play Thursday night at Oklahoma City.

Lamar Odom missed the game for the Mavericks against his former team. Odom was the NBA's Sixth Man of the Year for the Lakers last season and won three NBA championship rings in seven years in Los Angeles.

Carlisle said Odom was excused from the game to attend to a family matter and will rejoin the team after the All-Star break.

The Lakers had their biggest lead when Steve Blake had a steal and passed ahead to Gasol for a running one-handed slam that made it 42-28 with 6:21 left in the first half. That ended 12 consecutive points and a 17-2 Los Angeles run.

"I was aggressive in the beginning. I was able to knock down some shots and make plays," Gasol said. "(This win) shows we're on the same page and we've got a lot of character."

But the Mavericks finished the half with a 20-6 run over the final 5:33 to tie the game at 48-all by the break.

Nowitzki scored the last six Dallas points, two free throws with 1:23 left and then a pair of jumpers in the final 42 seconds. He made a 15-foot floater and after grabbing a long rebound of a miss by Gasol, Nowitzki made a tying jumper.

"It just seemed like we'd get a little momentum and then we had trouble sustaining," Carlisle said. "Tough game, but you've got to give them credit."

Notes: All the Mavericks except Nowitzki, who will make his 11th consecutive All-Star appearance, have the next four days off. They play nine games in 12 days, starting with Tuesday's home game against New Jersey. ... Texas Rangers designated hitter/first baseman Michael Young was shown on the overhead video board before the start of the fourth quarter. Young is a big Lakers fan. Rangers position players don't have to report to training camp in Arizona until Saturday. .... The Lakers jumped out to a 12-3 lead in the first 4 minutes, and Carlisle used two timeouts in that span.
