PLA Spokesman: China Ready to Advance Military Ties with U.S.

15:57 GMT, February 24, 2012 BEIJING | China is ready to work with the United States to advance military-to-military links in a healthy and stable way, Defense Ministry Spokesman Geng Yansheng said Thursday.

Geng told a monthly press briefing that during Chinese Vice President Xi Jinping's official visit to the United States last week, Xi had in-depth exchanges of views with U.S. leaders and military officials on bilateral and military-to-military ties.

"This visit was of great significance to guiding the development of relations between the two countries and the two militaries," Geng said.

He said China has always placed importance on expanding military-to-military links with the United States, which he said remains one of the most important bilateral links in the world.

In recent years, the two militaries have carried out sound cooperation in the areas of high-level contact, dialogues, military records, humanitarian relief and disaster reduction, Geng said. But he said the military ties still faced certain difficulties and obstacles.

"We are ready to work with the U.S. side, by observing the principles of mutual respect, trust, equality and mutual benefits, to respect and take care of each other's core interests and major concerns, properly handle differences and controversial issues, cultivate strategic mutual trust and push forward China-U.S. military links in a healthy and stable way," Geng said. Strip club spammed us with texts, lawsuit alleges

Love them or hate them, strip joints have a timeless allure ? but that didn?t stop one club from adopting a new strategy to lure men inside.

?It was harassment, it was constantly, every single day for awhile, sometimes more than once a day,? Bret Lusskin said.

He is talking about spam text messages he says he got from Tootsie?s Cabaret in Miami Gardens.

?There?s no way to stop it, you just start getting text messages every single day and what are you gonna do?? Lusskin asked. ?Something has to be done, and clearly they just unrepentantly took advantage of people that night, they never told anybody that it was a marketing ploy.?


Lusskin is the lead plaintiff in a class-action lawsuit filed against the club?s parent company, alleging that Tootsie?s ?surreptitiously obtained? dozens of cell phone numbers from patrons by holding a contest. The winner received a Rolex. Participants just had to fill out a form and include their cell number.

?We allege that they advertised the watch in order to lure people into providing their cell phone numbers,? said attorney Scott Owens, who filed the suit.

Within days, Lusskin said, he started receiving the text ads. Over more than a year, he got more than 280 in all.

?I didn?t win anything, all I did was get freaking hundreds of text messages,? he said. ?I would not have signed if it had told me that I was going to be getting bombarded by text message solicitations from them.?

The lawsuit alleges that what Tootsie?s did violates federal law, specifically the Telephone Consumer Protection Act, which stipulates a $500 fine for every violation.

?With the 280 messages times a hundred people times $500 per message, you?re talking in excess of $10 million for this class action lawsuit,? Owens said.

Tootsie?s refused to comment on the issue. The club?s lawyer told NBC 6 it is company policy never to comment on pending litigation.

His court filings make clear that he does not think the suit has any merit. In them, he writes repeatedly that the defendants deny the allegations.

NBC 6 had no luck trying to bring a camera anywhere near the club, even while standing on public property nearby.

?Uh, you can?t point it at the front door, guys,? said a man in a suit who walked up to NBC 6?s team. He stood in front of the camera to block the shot.

Priscilla Perez says her 12-year-old son got a text from Tootsie?s.

Lusskin said his texts from Tootsie?s stopped only after he sued the club.

?As we?ve seen in this case, it can get out of control, so someone has to stand against that tide before it turns into email spam, where it just proliferates to the point that text messaging is just useless,? he said.

To help you and your former spouse navigate decision-making with as much ease as possible I have a few suggestions that have proven helpful.

1. ? ?Determine which issues you absolutely want to decide together.? This usually includes things such as educational decisions, non-emergency health care decisions, etc.

?2.??? Determine which issues you want to talk about together but each of you decides independently when the children are with you. ?This may include things such as whether a child stays home from school.

?3.??? Determine which issues you each decide and don?t need to talk with each other about.? This may include things such as which foods your children eat or when your children go to bed.

?4.??? If it really doesn?t matter to you, let it go. ?If one parent really cares about something, such as health care providers, and the other parent really does not care, don?t fight about it.? Choose your battles wisely.

?5.??? Ask yourself, why am I fighting about this; what is so important to me about this? Be honest with yourself.? Are you fighting because you are angry about something else with your former?? If so, talk about that.?

6.??? Grieve.? Letting go of decisions that affect your children?s lives is extremely difficult at anytime in a child?s life.? Allow yourself to really grieve and mourn this loss.? You yearn to play a meaningful role in your child?s life and to be involved in decisions from the mundane to the ones that really matter.? And in divorce, you lose some of this influence and power, often when a child is very young.? Be gentle with yourself AND with your former spouse.? This is not easy.

(AP) ? Soaring gasoline prices are threatening to undercut President Barack Obama's re-election prospects and offering Republicans an easy target. With prices pushing $4 a gallon and threatening to go even higher, Obama sought Thursday to confront rising public anxiety and strike back at his GOP critics.

"Only in politics do people root for bad news, do they greet bad news so enthusiastically," Obama said of Republicans. "You pay more; they're licking their chops."

Obama said dismissively that all the Republicans can talk about is more drilling ? "a bumper sticker ... a strategy to get politicians through an election" ? when the nation's energy challenges demand much more. In a speech in Miami, he promoted the expansion of domestic oil and gas exploration but also the development of new forms of energy.

For all the political claims, economists say there's not much a president of either party can do about gasoline prices. Certainly not in the short term. But it's clear that people are concerned ? a new Associated Press-GfK poll says seven in 10 find the issue deeply important ? so it's sure to be a political issue through the summer.

"Right now, we're experiencing yet another painful reminder of why developing new energy is so critical to our future," the president said. At an average of $3.58 a gallon, prices are already up 25 cents since Jan. 1, and experts say they could reach a record $4.25 a gallon by Memorial Day.

Those higher prices could hurt consumer spending and unravel some of the recent improvements in the economy. And they could also be a daily reminder to voters to question Obama's contention that he's making the nation ? and them ? more secure.

While motorists are already starting to complain, many economists see the $4-a-gallon mark as a breaking point above which the economy starts to suffer real pain. Analysts estimate that every one-cent increase is roughly a $1.4 billon drain on the economy.

Obama's Republican challengers aren't letting it all slide by. They have stepped up their attacks on his energy policies, including his rejection last month of a pipeline to carry oil from Canada to refineries on the U.S. Gulf Coast. And they're full of promises.

"I've developed a program for American energy so no future president will ever bow to a Saudi king again, and so every American can look forward to $2.50-a-gallon gasoline," former House Speaker Newt Gingrich said in the Wednesday night GOP debate in Mesa, Ariz. He calls his strategy "Drill Here, Drill Now."

At the same event, former Sen. Rick Santorum of Pennsylvania ? who has warned of $5-a-gallon gas ? asserted that "we have a lot of troubles around the world, as you see the Middle East in flames and what's going on in this country with gas prices and the economy." And former Massachusetts Gov. Mitt Romney suggested that even more troubling than rising gasoline prices was Iranian President Mahmoud "Ahmadinejad with nuclear weapons."

In his speech at the University of Miami, Obama sought to draw a contrast with his GOP challengers and made a pointed reference to what he suggested was Republican glee at rising gas prices.

"And you can bet that since it's an election year, they're already dusting off their three-point plans for $2 gas," Obama said. "I'll save you the suspense. Step one is drill, step two is drill, and step three is keep drilling. .. We've heard the same thing for 30 years. Well, the American people aren't stupid."

Addressing the rising public anxiety, Obama said, "There are no quick fixes to this problem, and you know we can't just drill our way to lower gas prices." Anyone suggesting otherwise was not being honest, he said.

Still, Obama said he had ordered his administration to search for every possible area to help consumers in the coming months. He said his administration's "all-of-the-above strategy," one that includes oil, gas, wind and solar power, is the "only real solution" to the nation's energy challenges.

Gingrich quickly dismissed Obama's energy speech as "excuses and fantasies."

Presidents often get blamed for rising gas prices, but there's not much they can do about them. The current increases at the pump have been driven by tensions in Iran and by higher demand in the U.S. as well as in China, India and other quickly growing nations.

"Obviously, people go to the pump all the time, so it's something that really hits home with the voters," said Fred Greenstein, a Princeton University professor emeritus of politics. "It's an easy issue to talk about, and not an easy issue to accomplish very much on."

In his Miami remarks, Obama said that despite political criticism of his policies "America is producing more oil today than at any time in the last eight years. He also noted that, for the first time in 30 years, the United States is now exporting more petroleum products than it imports.

But Jack Gerard, the president of the American Petroleum Institute, challenged Obama's apparent effort to take credit.

"While oil production is up, the increase relates almost entirely to investment and leasing decisions made before, sometimes long before, this administration came into office," Gerard said. "The increase is also due to oil and gas development on private and state lands over which the administration has little or no control at all."

Though Obama's approval rating on the economy has climbed, his negative rating on handling gas prices is stagnant. Just 39 percent approve of what he's doing there, and 58 percent disapprove, according to the new AP-GFK survey.

Mark Zandi, chief economist at Moody's Analytics, said gasoline prices are likely to keep rising as the summer driving season approaches. "Increasingly, it's becoming the biggest threat to the economy," he said. "And there is little presidents can do to influence gasoline prices in the near term."

Some lawmakers have called for Obama to release oil from the nation's Strategic Petroleum Reserve.

"Rising gas prices could be the difference between an economy that continues to recover and an economy that sinks back into recession," said Rep. Edward Markey, D-Mass., among those calling for such a move.

The emergency reserve is kept in salt caverns in Texas and Louisiana and contains about 700 million barrels of oil. There are 42 gallons in each barrel. Last year, as prices rose, Obama authorized the sale of 30 million barrels of oil from the reserve.

However, economists suggest that tapping the reserve to increase the amount of oil on the market has only a modest and temporary effect on gas prices.

Will Obama take that step? White House spokesman Jay Carney says, "We never take options off the table."

Obama may just have to get used to the criticism, because it probably isn't going away anytime soon, said James Thurber, an American University political science professor. "Republicans will hit him with anything that comes up which makes him look bad," he said.

Still, as long as the economy seems to keep improving, Obama probably won't be hurt too much by the attacks "unless gas goes over $5 a gallon," Thurber said.

After the Mavericks failed to take advantage of a turnover by Kobe Bryant when Jason Terry gave it right back, Bynum was underneath the basket with the ball. But he instead passed it to Fisher in the left corner for a 3-pointer. Bynum was smiling broadly when he chased down and hugged Fisher when Dallas called timeout.

Fisher, whose driving short jumper with 3:41 left ended a 9-0 run and made it 89-82, had given Bynum a pep talk before the game. They were also thinking about the playoffs against Dallas last season.

"We got swept last year, and it was on our minds," Bynum said.

There was also Bynum's alley-oop dunk from Bryant with 1:05 left that stretched the lead to 93-86. The Lakers then held on despite missing six consecutive free throws after that.

Bryant missed two free throws with 37 seconds left. After Dirk Nowitzki's tip-in got Dallas within 93-91, Pau Gasol was fouled and missed both of his free throws with 20 seconds left.

"I'm a little overweight, I'm too young to have a heart attack," Brown said after watching all those misses.

But Matt Barnes grabbed the rebound after Gasol's second miss and was quickly fouled himself. He ended the Lakers' charity-line slump with two free throws.

"That was big," Fisher said. "The way last season ended, this game was big for a lot of us."

Gasol had 24 points for the Lakers, while Bryant and Fisher each had 15. Bryant shot 4 of 15 while being held 14 below his NBA-leading scoring average, and was scoreless until two free throws with 10 seconds left in the first quarter.

"It just seemed like we'd get a little momentum and then we had trouble sustaining," Carlisle said. "Tough game, but you've got to give them credit."

$6 trillion of fake Treasury bonds seized

Italian police said on Friday they had seized about $6 trillion of fake U.S. Treasury bonds in Switzerland, and issued arrest warrants for eight people accused of international fraud and other financial crimes.

The operation, co-ordinated by prosecutors from the southern Italian city of Potenza, was carried out by Italian and Swiss authorities after a year-long investigation, an Italian police source said.

The fake securities, more than a third of U.S. national debt, were seized in January from a Swiss trust company where they were held in three large trunks.

The eight alleged fraudsters are accused of counterfeiting bonds, credit card forgery, and usury in the Italian regions of Lombardy, Piedmont, Lazio and Basilicata, police said.

The Swiss Federal Prosecutor's office said Zurich state prosecutors had worked on the investigation at the request of the Italian prosecutor. The Swiss handed over their findings in July of last year.

In 2009, Italian financial police seized $742 billion of fake U.S. bearer bonds in the northern Italian town of Chiasso, near the Swiss border.

Specifically ?parents are in control of their children?s education.

If that education is modified with the use of an IPP, their agreement to the changes in the education of their children must be noted with informed parental consent?or a notation that the parent refused to provide informed parental consent.

There are no two or three ways about this matter.

This is the law.

When government and school districts do not follow the law?then why should citizens obey the law?

We might as well live like savages in the jungle.

I think it is high time that the Department of Education in Alberta understand clearly that parents are running this show and not educators, administrators and politicians.

Reportedly, a purchase of Leap is the nearest to fruition, with "under the table" talks already underway. However, the Cricket Wireless operator would only provide a short-term solution to Ma Bell's very long-term woes. The other big target is Dish Network's reserved spectrum, kept back for its own planned broadband network, but if it fails to get Government approval, it might look to offload it. Third on the roster and marked as "highly unlikely" is a purchase of MetroPCS. The carrier was bitterly opposed to the T-Mo merger and pouted at the idea of purchasing some of Big Blue's divested assets, so if those two met around a table, they'd have a lot of awkward apologizing to do.

Fans can follow Houston service on Web at AP site (AP)

NEW YORK ? Fans worldwide who want to bid Whitney Houston farewell will be able to watch her private funeral on the Internet.

Her publicist, Kristen Foster, announced that The Associated Press will be allowed a camera at the Saturday ceremony in Newark, N.J. The AP will stream the service on http://livestream.com/aplive. The event also will be available to broadcasters via satellite.

Houston was born in Newark. She died in Beverly Hills, Calif., on Saturday at the age of 48. Her body was flown back to her native New Jersey on Monday.

The service will be at New Hope Baptist Church, where she sang as a child. She will be buried in Fair View Cemetery in Westfield, where her father, John Russell Houston Jr., was buried in 2003.

Yahoo-Alibaba talks at an impasse: sources (Reuters)

SAN FRANCISCO (Reuters) ? Talks between Yahoo Inc and China's Alibaba over the U.S. Internet giant's Asian assets have hit an impasse, throwing their plans for a $17 billion tax-free asset swap into question, according to sources briefed on the situation.

The snag in the negotiations came on the same day that activist investor Daniel Loeb, of hedge fund ThirdPoint, launched a campaign to install his own slate of directors on Yahoo's board, further highlighting the turmoil engulfing the one-time Web pioneer.

Loeb, who has adamantly opposed Yahoo's previous efforts to strike a minority investment deal with private equity firms, disclosed plans to nominate former NBC Universal Chief Executive Jeff Zucker, along with himself and two others, for Yahoo's board in a regulatory filing with the Securities and Exchange Commission on Tuesday.

A collapse of the proposed Asian asset deal - referred to as a cash-rich split-off - would mark the latest setback for an erstwhile Internet leader struggling to turn its business around and appease unhappy shareholders.

Yahoo, which reported a 21 percent decline in revenue last year, appointed former PayPal President Scott Thompson as chief executive in January, five months after CEO Carol Bartz was fired over the phone.

One person briefed on the situation described the deal as effectively dead in the water following unreasonable terms sought by Yahoo during negotiations in Hong Kong.

But Yahoo appeared to see things differently. The company had not been informed that the tax-free deal was officially off the table, and it remained committed to continuing negotiations, according to a second source familiar with the matter.

Representatives from Yahoo and Alibaba Group declined to comment.

The sources said Yahoo and its Asian partners could still strike another, taxable, deal, though that remained to be seen.

Shares of Yahoo, which were down as much as 6 percent at midday on Tuesday, finished the regular session down 4.7 percent at $15.36.

"I think the deal is either dead or it's going to take a lot longer to complete, which means we don't have a near term catalyst; hence the selloff," said Brett Harriss, an analyst with Gabelli & Co.

The deal would have seen the return of Yahoo's slices of Alibaba and Yahoo Japan back to those companies, in exchange for unspecified assets.

Investors had hoped that Yahoo, after years of foot-dragging, would finally arrange for the sale of its Asian assets, considered among the most valuable parts of its portfolio.

AllThingsDigital, which initially reported the snag in the negotiations on Tuesday, cited one source as saying discussions "completely halted" after negotiators from Yahoo - whose chairman, Roy Bostock, is due to step down and whose chief executive, Scott Thompson, is barely a month into the job - changed tack on what they wanted from the deal. The report gave no details.

It was unclear what exactly had caused the sudden impasse in negotiations, roughly two months after the various parties had agreed to basic terms for a deal.

A third source familiar with the talks said Yahoo's negotiators had a change of heart, though it was unclear why.

"Over the last few days in Hong Kong, it became evident that they don't really have a desire to do this deal," that source said, dismissing speculation both sides might have split on valuation terms agreed upon in December. "A cash-rich split appears to be toast."

Alibaba may now reach out to Thompson directly to see if Yahoo would explore a simpler - but taxable - direct buy-back of its stock.

ALL A RUSE?

The slightly different interpretations over the current state of the deal by people familiar with the matter raised the possibility that the public airing of the latest snag could be a negotiating tactic.

"It could be a negotiating ploy by either side, or it really could be a breakdown in negotiations," said Gabelli's Harriss, noting that there was a fair amount of friction in the relationship between Yahoo and Alibaba.

Alibaba founder Jack Ma has tried to buy back the 40 percent of his company that is owned by Yahoo several times in recent years, only to be rebuffed by Yahoo.

The rocky relationship between the companies came to a head in May when it was revealed that Alibaba had abruptly handed Alipay - one of Alibaba's crown jewels - to a company controlled by Ma, apparently without Yahoo's knowledge.

"I find it very hard to believe that Alibaba and Softbank will just walk away," said Ryan Jacob, chairman and chief investment officer of the Jacob Funds, noting that Alibaba in particular is very interested in regaining its shares from Yahoo.

If the companies can't agree on terms of a deal, Jacob speculated that Alibaba might team up with private equity investors in the United States and seek to acquire Yahoo outright. Such a move would allow Alibaba to regain its shares from Yahoo, while the private equity firms would likely take control of Yahoo's U.S.-based Internet business, he said.

"Having U.S. partners just makes the most logical sense, because they're going to need help on financing, and in the long term they really don't want the core Yahoo business anyway," said Jacob, whose firm owns shares in Yahoo.

Analysts say Yahoo failed to take aggressive action in past years to reverse a decline in advertising revenue in the face of competition from Google Inc and Facebook, incensing shareholders who blamed the Yahoo board for waffling.

This month, Bostock announced he and three other directors would step down, following co-founder Jerry Yang out the door. Yang was excoriated for turning down a rich Microsoft Corp acquisition bid in 2008.

ThirdPoint's Loeb said the recently announced changes to Yahoo's board, including Yahoo's announcement of two new board members, do not put the company on "the right track."

Yahoo fired back with a statement on Tuesday that it was disappointing that Loeb "has chosen a potentially disruptive path, just as the company is moving forward under new leadership."

Empire State Realty Trust plans $1billion IPO

NEW YORK (AP) ? The company that runs Manhattan's Empire State Building is planning an initial public offering that could raise as much as $1 billion.

Empire State Realty Trust Inc. owns and operates 12 properties in Manhattan and the greater New York metropolitan area.

The company didn't say in its regulatory filing Monday how many shares might be involved in the IPO or what price they might fetch. The $1 billion amount isn't final, either. It's subject to investor demand.

Empire State Realty said it plans to use the offering's net proceeds to pay certain investors, repay loans, cover the expenses of the IPO and the company's formation last summer, and for general purposes and possible future acquisitions.

Empire State Realty's predecessor is Malkin Holdings LLC, which disclosed in a filing with the Securities and Exchange Commission in November that it was considering the possibility of a publicly traded real estate investment company.

The company has been renovating its properties, and said that it needs $55 million to $65 million beyond 2013 to finish upgrades at the Empire State Building.

The Empire State Building, a 102-story tower completed in 1931, is famous for its rooftop view and for its role as the building that a giant ape scaled in the 1933 film "King Kong."

Empire State Realty expects to trade on the New York Stock Exchange under the "ESB" ticker symbol.
