The Humane Society of the United States Offers Reward in Fort Washington, Md., Dog Burning Case

The Humane Society of the United States is offering a reward of up to $2,500 for information leading to the identification, arrest and conviction of the person or persons responsible for ?????????????setting a chihuahua on fire in Fort Washington, Md.

The Case: Prince George?s County Animal Management Division gives the following account: On the morning of June 20, the Prince George?s County Animal Management Division received a call from local police reporting an animal on fire in the 12500 block of Proxmire Drive in Fort Washington. When animal control officers arrived at the scene, the dog?believed to be an older male chihuahua?was dead.

Animal Cruelty: Getting the serious attention of law enforcement, prosecutors and the community in cases involving allegations of cruelty to animals is an essential step in protecting the community. The connection between animal cruelty and human violence is well documented. Studies show a correlation between animal cruelty and all manner of other crimes, from narcotics and firearms violations to battery and sexual assault.

?Setting an animal on fire is a truly heinous act?and a serious crime in Maryland,? said Tami Santelli, Maryland senior state director for The Humane Society of the United States. ?We hope our reward will help find the person who committed this horrible act.?

The Investigators: The Prince George?s Animal Management Division is investigating. Anyone with information about the case is asked to call the Animal Management Division at 301-780-7241. Individual Income Tax in India | India Briefing News

Jun. 29 ? Income tax in India is a tax paid to the central government on personal income. It is the direct tax paid on income by an individual or a company/firm within a given financial year. The Indian Income Tax Department is governed by the Central Board for Direct Taxes and is part of the Department of Revenue under the Ministry of Finance.

Individual income tax (IIT) in India is based on resident-status and the source of the income. Residents are taxed on their global income whereas non-residents are only taxed on their income that is sourced, received, or accrued in India. Work done in India, regardless of the employer?s international status, will be taxed. As residency determines the tax rate, it is important to understand how resident status is itself determined. This is not wildly complicated, just intricate.

The tax liability to be computed for FY 2012-2013 is as follows:

The tax filing date for the financial year 2011-12 is July 31, 2012. Returns can be filed after July 31, 2012 but before the relevant assessment year (March 31, 2013), however it is advisable to file the tax returns by the due date.

All taxes should be filed by the due date. Any failure in filing the taxes will attract an interest rate of 1 percent per month. The interest rate will increase for default in the payment of advance tax.

Advantages of filing the taxes before due date
If the return is filed after the due date, then losses under the section ?Profits and Gains of Business or Profession? (other than depreciation loss) cannot be carried forward. Though, the payer can still save the losses against the income (other than income under the head salary) under other heads of the same year. The same procedure also applies for short and long term capital loss from sale of shares.

Therefore, if an individual files a tax by the due date of July 31, 2012, the short and long term capital loss from sale of shares can be carried forward and set off against capital gains or business profits, which could arise in the next eight years.

Tax return revision
Returns which are filed after the due date cannot be revised and considered as belated returns. As per the rules, belated tax filing is permitted within one year from the end of the evaluation year or completion of assessment, whichever is previous. However, the payer will have to decline the right to carry forward the losses or revise the return. For all those cases, a candidate can file a return with the due date and then revise it with actual details, subject to certain conditions.

China set to install new but disliked HK leader

HONG KONG (AP) ? For thousands of Hong Kongers, this weekend's 15th anniversary of China's takeover of the semiautonomous territory isn't a moment to celebrate but a chance to air grievances from corruption scandals to human rights to a widening gap between rich and poor.

Chinese President Hu Jintao arrived here on Friday to install Hong Kong's new but already unpopular leader, whose swearing-in on Sunday's anniversary is expected to draw large-scale protests. Hu, surrounded by tight security, is unlikely to see them.

China has kept its promise to retain the freewheeling capitalist ways of the former British colony, but residents have grown increasingly uneasy about being ruled by the country's authoritarian leaders. Only 1,200 elites among Hong Kong's 7 million residents had the right to vote for their chief executive.

Many believe Beijing heavily influenced Leung's election, adding urgency to Hong Kongers' calls for full democracy. Beijing has pledged that Hong Kong could elect its own leader in 2017 and all legislators by 2020 at the earliest, but no roadmap has been laid out.

Demonstrators joining Sunday's annual pro-democracy march will also air grievances over scandals surrounding business leaders and government officials and recent cases of harsh treatment of dissidents on the mainland. Hong Kong's mini-constitution guarantees until 2047 a high degree of autonomy and Western-style civil liberties unseen on mainland China, including freedom of speech.

Thousands took to the streets earlier this month to demand a full investigation into the death of labor activist Li Wangyang, who was released last year after serving 20 years in prison. They doubt the official explanation that he hanged himself in mainland China, saying years of beatings and mistreatment had taken such a toll on his body that he would not have been able to kill himself that way.

There are several other irritants in the relationship. Hong Kongers are annoyed by an influx of wealthy mainland visitors shopping at luxury goods outlets, which has helped push up rents and drive out local businesses. Some are outraged by mainland Chinese women who come to Hong Kong to give birth, seeking prized Hong Kong residency for their children and a way around the mainland's one-child policy. Even little things like ads with simplified Chinese characters used on the mainland, rather than the complex ones used in Hong Kong, have drawn residents' ire.

While closer integration with the world's second-biggest economy has helped Hong Kong retain its status as a global financial hub, many residents feel marginalized.

"People are generally unhappy about the widening gap between the rich and the poor, and they are unhappy that the government can't do much about it," said Joseph Cheng, a political science professor at City University of Hong Kong. "They are critical about the collusion between government and big business and they are worried about the declining international economic competitiveness of the territory."

Hu's visit coincides with a raft of measures aimed at boosting the city's economy that could help smooth over tensions. They include plans to launch a test zone in Shenzhen, across the border from Hong Kong, to experiment with looser restrictions on the yuan, China's tightly controlled currency.

But recent surveys highlight growing estrangement. In a poll this month by Hong Kong University researchers, 37 percent of Hong Kongers said they distrust Beijing, the highest since the handover on July 1, 1997.

Separately, the researchers found that the number of people identifying themselves as Chinese citizens is near a 13-year low. Far more call themselves Hong Kong citizens.

Hong Kong takes pride in its reputation for being corruption-free and adhering to the rule of law, but those ideals have been put to the test by a series of scandals involving Leung, his predecessor and others.

Leung's troubles erupted this week after reports that his upscale home in an exclusive neighborhood on Victoria Peak had six illegal structures, including a small basement. The controversy drew comparisons with a similar scandal that derailed the campaign of Leung's rival for chief executive. Leading lawmakers and pundits have called the 57-year-old self-made millionaire a liar and demanded that he step down even before he takes office.

Leung apologized, saying he was "disappointed in myself." The structures were already there when he bought the house 12 years ago, he said, but local newspaper reports ran aerial photos to cast doubts on those claims.

Rumors that Leung is a secret member of the Chinese Communist Party, outlawed in Hong Kong during British rule, have added to Leung's woes. He has denied the allegation.

Leung's support rating has tumbled to 51.3 percent, according to another Hong Kong University poll this week. That makes him much less popular than the city's first two post-colonial leaders were when they took office, and means he'll have a tougher job carrying out his reform policies.

Leung has vowed to lower inequality with measures including more affordable housing, though he hasn't been as clear on plans to introduce full democracy.

"He's not starting his term under the best auspices, so it's going to be hard for him," said Jean-Pierre Cabestan, a China scholar at Hong Kong Baptist University. "He will have to deliver if he wants to improve his rating in the opinion polls and be perceived as a real leader, but even before taking office he's in real difficulties, which is unprecedented."

MUMBAI, June 27 (Reuters) - Weaker local currencies are

weighing on gold demand from India, the world's largest consumer

of the precious metal, and Indonesia, another leading Asian

buyer, as traders also favour cash on concerns over a

deterioration in the euro zone crisis.

Premiums stayed steady in Hong Kong, Tokyo and Singapore.

Traders in India, Asia's third-largest economy, are also

waiting for the monsoon to pick up, which could boost the income

of farmers, who buy more than half of India's gold.

"If the monsoon turns weak, jewellery demand will go further

down ... we are now dependent on gods rather than government,"

said Haresh Acharya, head of bullion desk of Parker Bullion in

western Indian city of Ahmedabad.

The fall in the rupee, which hit a record low last week, has

sent Indian gold prices soaring despite the weak global

trend, limiting imports. The rupee is important in determining

the landed cost of the dollar-quoted yellow metal.

The Indian government doubled import duty on gold to 4

percent in March in a bid to curb its bloated current account

deficit.

"Business is zero... the situation is very bad as there are

no hopes of appreciation in the rupee," said Acharya.

Gold was flat at $1,571.50 by 0548 GMT, after falling

on Tuesday on worries that a global economic slowdown triggered

by a worsening debt crisis in Europe could prompt investors to

turn to the relative safety of the U.S. dollar.

"We have seen very slow demand. They are worried about the

debt crisis in Europe, everybody is trying to keep more cash on

hand," said Dick Poon, manager, Heraeus Metals in Hong Kong,

adding the depreciating currency is also an issue for traders.

Traders are eyeing yet another European summit slated for

Thursday-Friday, the 20th such meeting called to try to resolve

the spreading crisis, which has sent gold prices to a record

high of about $1,920 an ounce as buyers seek safe havens.

Premiums on gold bars in Hong Kong stood around 70 cents to

a dollar an ounce above London prices, steady from a week

earlier. Premiums in Tokyo were also steady at 50 cents, while

in Singapore, premiums were flat at 70-80 cents.

There was a lack of enthusiasm among traders in Indonesia

before the traditional buying period of Ramadan holidays due to

depreciation in the local currency, dealers said.

"Despite Ramadan, buying from Indonesia is not high compared

to previous years as their local currency is weak," said a

Singapore-based dealer, referring the Muslim fasting month that

starts in July, when gift giving is at its peak.

China's jewellery market also entered the summer lull, with

no major festival in sight until early October.

gold imports, and farmers depend on monsoon rains for better

The Town of Lost Souls is waiting for you

Hi everyone! I'm CaesarTheSeventh and I have a roleplay going on called The Town of Lost Souls. We have a fair amount of participants now, but the more the better. I created a huge character list so there are many spots available. I don't limit how many words you need to put. Just make sure whatever you say has some significance to the story and that you reply to everything that involves you. If you can do that in 500 words i don't care, if you can do it in 80 words I don't care. I currently need two people to play First Comer charcters which are the people who were originally stranded in the town. There;s more info about them at the introduction on the roleplay's page. However you can also choose to be a passenger on the bus which has a bit more creative freedom as far as characters go because it''s a completely blank slate. In choosing a mate both males and females rely on visual cues to determine which potential partner will supply the best genes, best nesting site, best territory, and best parenting skills. New research published in BioMed Central's open access journal Frontiers in Zoology shows that male blue tits' (Cyanistes caeruleus) parental behavior is determined by female ornamentation (ultraviolet coloration of the crown), as predicted by the differential allocation hypothesis (DAH).

DAH makes the assumption that aesthetic traits indicate quality and arises from the needs of a parent's current need to ensure current reproductive success and the reproductive success of their offspring. Ornamentation and its maintenance is a cost which reduces energy available for reproduction, but without the ornamentation an individual may not be able to secure a mate. Ornamentation also plays a role in competition between males and between females, as well as signaling potential reproductive success.

But reproductive success does not only depend on the best genes and the best nest, it also depends on parenting skills. Researchers from Konrad Lorenz Institute of Ethology, supported by the "Sparkling-Science" Program, investigated the effect of female ornamentation on the chick-rearing behavior of their mates. Both males and female blue tits have feathers on the top of their heads which reflect UV light. After their chicks had hatched, female blue tits were captured and their crowns smeared with either duck preen gland oil containing UV-blocking chemicals or the oil alone.

Although the UV-blocking chemicals did not alter the behavior of the females, their mates made fewer hunting trips to feed their brood. However the males made the same effort to protect their nest and defend their chicks as males with oil-only treated females.

Dr Matteo Griggio, co-author of this study, commented, "This is the first study to show that male blue tit behavior depends on female ornamentation. Even though our experiment was minimally invasive to avoid partners not being able to recognize each other, the behavior of male blue tits in this study matched the DAH. DAH also predicts that less attractive females should increase their parental investment but we found no compensatory female behavior."

What taxes are involved?

The main taxes involved are

Capital Gains Tax
Inheritance Tax or Gift Tax
Stamp Duty
VAT in certain circumstances

Capital Gains Tax

Transferring the business will be a disposal for CGT.? For family transfers the open market value will be deemed to be the price received. The allowable cost will be

purchase price paid if purchased
market value at date of inheritance or passing over

CGT Reliefs

If certain conditions are met,transfers to

children including foster children
nephew or niece who has worked there significantly full time for the preceding five years

are completely exempt from CGT provided the farming business is held for six years by the recipient

The conditions include

you must be 55 or over at the date of disposal
the land and/or farm assets mu st have been farmed by you or your family company for the previous ten years
If the land has been let within the last five years, you must have farmed it for the ten years immediately prior to letting

Gift Tax

The rate of gift tax is 30% on the market value of the business less any loans attached to it. each child has a tax-free threshold of ?250,000 on a transfer from a parent. Foster children and nephews/nieces who have worked in the business for five years also get this.

Gift Tax Reliefs

For farm property there are two very important reliefs

Agricultural Property Relief
Business Property Relief

Agricultural Property Relief

As the name suggestes this applies to agricultural property which is

farm
farmhouses
machinery
livestock
trees and underwood

The recipient must have 80% of their assets as agricultural property. This includes the farm being transferred. If they own a residence with a mortgage the value after the mortgage is included in the test.

The recipeint must be resident in Ireland for three years after the transfer

How much is the relief?

The relief reduces the total farm business value by 90% as shown below

Value of Farm	1,000,000


Relief 90% of total value	900,000

Taxable	100,000

Business Property Relief

If the recipient fails the 80% assets test for Agricultural Property Relief they may still get Business Property Relief. This also gives a 90% reduction but only on the debt-free value of the farm. you must have owned the farm for five years, two years in the case of a transfer by will.

This relief will not apply to a farmhouse even if it is an integral part of the farm.

The farm must be operated as a business for 6 years after the transfer. If it is let, the relief might not apply.

Stamp Duty

If the recipient of a farm holds the ?Green Cert? as a young trained farmer the transfer will be exempt from duty. However, the recipient must devote a subsatntial amount of time to the farm business thereafter to avoid cla-back.

The reduction in the rate to 2% has made this liability less significant

Cops' union plans to sue Detroit

Detroit ? The city's largest police union told its members Friday that it will file a legal challenge to the expected termination of its collective bargaining agreement with the city when the contract expires July 1.

"We'll be going to court," said Joe Duncan, president of the Detroit Police Officers Association.

"They're trying to turn us into at-will employees with no rights. The kick in the teeth is, back in December when everything was going south it was all 'Kumbaya,' and let's get a deal done; now they've got a hammer, and they're hitting us in the head."

The city's director of labor relations sent a letter to Duncan on Wednesday, notifying him of the city's intent to terminate the collective bargaining agreement.

City officials could not be reached Friday.

The Detroit Police Department is facing a $75 million cut, or about 18 percent, from its $414 million budget when the new fiscal year begins on July 1 and the elimination of 380 positions from its force of about 2,600 officers.

Police Chief Ralph Godbee has said he hoped to absorb the cuts through attrition and early retirement.

Some commanders already have been reassigned as part of the department's consolidation.

The moves will result in more duties for some commanders, as they will take over the duties of police executives who recently retired, a police source familiar with the reorganization said.

Among the changes, which take effect Monday:

Cmdr. James Moore will move from the Western District to Patrol Operations.

Cmdr. James Suchowski will take over the Western District.

Cmdr. James White will move from the Civil Rights Integrity Bureau to the Central District to replace retiring Cmdr. Kenneth Williams.

Cmdr. John Serta will take over the Southwestern District.

Cmdr. Dwayne Love moves from the Training Division to the 12th Precinct.

Cmdr. Russell Decrease moves from Technical Support to head the Training Division.

In the memo issued to its members Friday, the union said it expects the city to impose deep wage and health care cuts.

Godbee on Friday posted a YouTube video, acknowledging the cuts but also aiming to "dispel some of the rumors and misinformation regarding this difficult period."

"I know many of you who are experiencing anxiety and uncertainty, and understandably so," Godbee said in the message, 3minutes, 34 seconds long.

"In an effort to avoid any layoffs, there will absolutely be some critical sacrifices we must make. Will we all experience changes in our salaries and benefits? Yes, we will. Yet I implore everyone to really understand that, without these structural changes, our department will be drastically reduced even further, and layoffs would be imminent."

While warning of tough times ahead, Godbee also thanked his officers for doing their jobs under tough conditions.

"We have lost about 1,000 budgeted positions over the last seven years, yet we continue to go out and we perform our duties with the utmost dedication and professionalism," he said. "For that, I commend you all for continuing to perform your duties and for exhibiting the highest level of dedication that the citizens of our great city deserve and have come to expect.

"Remember, this city depends on us. We are vital in creating a better Detroit."

The FBI is investigating whether Penn State football coach Jerry Sandusky broke federal law in sexually abusing boys. The university faces civil suits seeking compensation for Sandusky's victims.

The trial and guilty verdict of former Penn State defensive coach Jerry Sandusky took exactly two weeks, but the saga is nowhere close to an end.

Not only do his attorneys plan to mount an appeal, but Mr. Sandusky, the university, and top school administrators also face additional legal battles that are expected to stretch on for years.

A jury in Bellefonte, Pa. deliberated for 21 hours over two days before delivering a verdict late Friday, finding Sandusky guilty on 45 of the 48 counts against him involving sexual abuse of 10 boys over a 15-year period. He will likely face a sentence of life in prison.

Legal experts say the overwhelming number of accusers and evidence, ranging from love letters Sandusky penned to an eyewitness testimony to the abuse, were too much of a hurdle for the defense to overcome. They helped establish a narrative that Sandusky was a predatory pedophile who used a charity he founded to help at-risk children to groom victims, and the high-powered athletic culture he existed in helped enable the abuse over years.

Sandusky did not testify; instead surrogates vouched for his character and questioned the motives of the prosecution witnesses. The rare times the public heard his side of the story were two media interviews he gave shortly following his November 2011 arrest in which he gave meandering answers to questions related to his relationship with children.

Daniel Filler, a law professor at Drexel University in Philadelphia and a former public defender in Pennsylvania, says ?the only hope Sandusky had was to testify? but the media appearance doomed that opportunity.

?For better or for worse, Jerry Sandusky gave an audition about what it would be like on the stand when he talked in the press and his lawyers looked at the audition and didn?t like what they saw,? Mr. Filler says. ?If he couldn?t even answer the simplest, most straightforward questions with a clear denial, I don?t think you could have coached him.?

What happens next is an appeal by his attorneys who say they plan to push ?substantial constitutional questions? related to what they describe as anecdotal evidence used to arrive at the verdict.

?All the convictions could come back on that ruling alone,? said Karl Rominger, one of Sandusky?s attorneys.

Possible federal charges are looming against Sandusky. The Federal Bureau of Investigation has launched a probe looking into some of the abuse allegations since they may have involved travel to other states.

During the trial, Sandusky?s attorneys warned that some of the accusers were elaborating their stories with the aim of earning money from future civil litigation. Filler says future plaintiffs will not likely be seeking money against Sandusky himself, but against Penn State and individual officials who are alleged to have been slow to stop the abuse once it became evident it was happening, sometimes even on university property.

?The money is with the university and the insurance policies that are carried by the university as a corporate entity,? says Filler.

Penn State athletic director Tim Curley and Gary Schultz, a former vice president in charge of the campus police, both face charges of perjury and failure to report child abuse. Their trial is expected next year. Both men say they are innocent.

Another target is former university president Graham Spanier who resigned soon after Sandusky?s arrest. All three men were the focus of a grand jury report that criticized their failure to report accusations from former assistant football coach Mike McQueary, who said he saw Sandusky sexually assaulting a boy in the locker room shower of the university?s athletic department in 2001.

The university said it hopes to settle as many cases as possible. In a statement released Friday, the university said it plans to establish a process where it ?can privately, expeditiously and fairly address the victims? concerns and compensate them for claims? and that it will ?reach out to counsel to the victims of Mr. Sandusky?s abuse in the near future with additional details.?

Penn State?s Board of Trustees has also hired former FBI Director Louis Freeh to investigate the university?s handing of the Sandusky accusations. So far, Mr. Freeh has conducted over 400 interviews. In late May, Mr. Spanier sued the university to obtain emails he sent and received between 1998 and 2004 that he says he needs to prepare for interviews related to the investigation. The university denied the request under the direction of the Pennsylvania Attorney General?s Office, which is conducting its own investigation.

Besides the bombshell allegations expected to result from the Freeh report ? much of which is expected to steer all future civil challenges ? the Penn State community is expected to continue its struggle to recover from the scandal that began seven months ago.

Many critics point to its prestigious athletics program that elevated Sandusky to the status of ?a Teflon Don? and allowed him to operate in broad daylight, says Chuck Williams, director of the Center for the Prevention of School-Aged Violence in Philadelphia.

?He was observed taking showers with boys, wrestling with them, for years. Students saw it, coaches saw it, and administrators did nothing because he was such an iconic figure,? Mr. Williams says. ?That community has a lot of soul searching to do about why they allowed it to persist for so long without doing anything.?

Disney * Pixar?s Monsters University ? Check it out!

Did you know that Disney * Pixar created a prequeal to the smash hit Monsters, Inc.? All of your favorites are back!

The new film, Monsters University, explores what life was like for the characters while they were in college.

Mike Wazowski and James P. Sullivan are an inseparable pair, but that wasn?t always the case. From the moment these two mismatched monsters met they couldn?t stand each other. ?Monsters University? unlocks the door to how Mike and Sulley overcame their differences and became the best of friends.

Screaming with laughter and fun, ?Monsters University? is directed by Dan Scanlon (?Cars,? ?Mater and the Ghostlight,? ?Tracy?) and produced by Kori Rae (?Up,? ?The Incredibles,? ?Monsters, Inc.?). The film opens in U.S. theaters on June 21, 2013, and will be shown in Disney Digital 3D? in select theaters.

The movie stars the voice talents of Billy Crystal (Mike Wazowski), John Goodman (James P. Sullivan), Dave Foley, Julia Sweeney and Steve Buscemi. It?s set to be released on June 21, 2013.

Check out this?fun clip from the film. I have to say that it looks really good. Sometimes sequeal/prequels are not as good as the original. I think one looks like it could be close. Of course there are some sequeals/prequels that are actually better than the originals too.
